At8:30a.m. on July 18, Zuoyun County Economic and Technological Development Zone successfully organized a 2025 comprehensive emergency drill in Datong Quesheng Activated Carbon Co.,Ltd. The drill aims to test and improve the Incident Response Service and disposal capability of regional production safety accidents and environmental emergencies, so as to ensure rapid and effective rescue in case of real accidents.

Based on this background, this comprehensive emergency drill verifies and improves the scientificity, practicability and operability of the emergency plan by simulating the real scene, and at the same time trains the rescue team five to enhance the actual combat ability.

The drill began at8:30a.m. on time, and the participants wore uniform uniforms and helmets, showing a high degree of professionalism and discipline. The drill simulated the production safety accident of gas pipeline leakage and fire at the outlet of blower in chemical production workshop of Datong QueshengActivated CarbonCo., Ltd., accompanied by sudden environmental incidents of poisoning of inspection workers and diffusion of polluted gas.

Exercise process:

Accident occurrence and enterprise early disposal: after the drill began, employees in the central control room of chemical production workshop found multiple probes on the gas cabinet site through combustible toxic gas alarm system, and suspected gas leakage. When the inspector fell to the ground due to poisoning during on-site inspection, the emergency headquarters of the enterprise quickly started the emergency plan, established the on-site headquarters, and commanded and dispatched all emergency rescue teams to carry out rescue.

Enterprise report and park response: after confirming the accident, the emergency commander of the enterprise shall immediately report to the emergency headquarters office of the chemical industry park and request support. Through research, judgment and analysis, the emergency commander in chief of the park announced the start of Level II response of the emergency plan in the park, and mobilized all emergency rescue teams and external support forces to rush to the scene.

On-site rescue and disposal: each emergency rescue team shall arrive at the scene quickly and carry out rescue according to the division of labor according to the plan. The emergency rescue and disaster relief team shall wear air respirator to enter the scene to rescue the poisoned personnel and conduct preliminary investigation on the leakage point; the medical rescue team shall provide emergency treatment for the poisoned personnel; the environmental monitoring team shall continuously monitor the leakage gas concentration around the accident site; the alert and evacuation team shall isolate the scene and evacuate the personnel in relevant areas.

Fire control and leakage plugging: After the fire is found on the scene, the fire rescue brigade quickly organizes fire fighting and leaks leakage parts. After unremitting efforts, the open fire was successfully extinguished and the leakage point was effectively blocked.

Environmental monitoring and decontamination: The environmental monitoring team continuously monitors the on-site environment to ensure that the concentration of pollutants meets the standards. The after-treatment team carried out decontamination operations at the accident site to prevent secondary environmental incidents.

Team and equipment:

Several emergency rescue teams, including medical rescue team, emergency rescue and disaster relief team, alert evacuation team, material support team, environmental monitoring team, after-treatment team, communication liaison group, etc., were assembled in this drill, with dozens of participants in total. At the same time, the drill also used fire trucks, ambulances, portable toxic gas detectors and other professional equipment to ensure the smooth progress of the drill.

After the drill, the emergency rescue headquarters held an on-site meeting and listened to the reports of rescue and disposal of each group.
